Fix the defrost timer or thermostat or other problem in the defrost system and/or correct a low airflow through the evaporator problem and don"t worry to much about the missing "cork insulation tape" on the dryer. The only purpose it serves is to prevent moisture form condensing/freezing in that area and later dripping outside the drain pan. It MAY have been melted off by the defrost mechanism malfunctioning and overheating. If the machine works after repairs, you can pick up some tape at a refrigeration supply place or auto parts store should be able to order it from their AC supplier.
