It"s not uncommon to house about 10-15% more cows in the free stall barn than there are stalls. Some may choose the same, some may never use them, and never will all be lying down at the same time.
I had 75 tie stalls, and all cows went to assigned stalls. Took a few days for new ones to get used to their location.
