They do have a point there, but I suspect that the shelter has been feeding venison for a long long time with no ill effects.
While they got caught and the letter of the law needs to be enforced, they should take a closer look at their policies and regulations and change them.
Unfortunately, the laws were made by people who think meat comes from the grocery store, and "People EAT deer? EEEEEEEEW!"
These are supposedly open-minded, progressive people too. Betcha if you fed them a nice venison steak and told them it was prime Angus beef, they'd gobble it up and ask for seconds. Tell them it was deer, and they'd induce vomiting.
