I have an IH 184 Lo-Boy. Recently rebuilt carb (needle, seat, float pin, gasket) due to gas leaking out of carb. Runs great now but after 1/2 hour it starts to run rough and surge. I have to adjust the main jet adjustment needle out to let in more fuel to get it to run better. It will run good for a short time and then surge. I can continue to adjust the main jet adjustment needle out to get it to run smooth again but even with the adjustment needle wide open it surges. I checked to make sure there was fuel in the sediment bowl (and there was). The tractor doesn't have a thermostat to go bad and it had plenty of coolant. I'm beginning to think I just need to replace the carb???
