Vacuum leak can be the carb the manifold as in where the carb bolts to the manifold or where it bolts to the engine. Also to clean a carb as well as it needs to be cleaned you need to sock it 24 hours in a good carb cleaner then spray it out with a carb spray and also use a small wire to make 100% sure the passage ways are clean. and also use compressed air to blow them out. I use a torch tip cleaner tool for making sure the passage ways are open
