"The real question here is the cousin being a deadbeat or is he legitimately broke?"
Does that really matter? If he can't pay the rent now the chances of him paying it later are even less. If he broke the rental agreement her first move should have been to find a new renter. Him being broke doesn't make his landlord his banker to borrow money from.
My father in law just had to do the same thing. The renter called with a sob story about his tractor being broke down the fertilizer needing to be spread on the hay ground. Father in law agreed to spread the fertizer but the bill at the COOP was their's. Spread the fertilizer and told them how much it was. Two months later the COOP sent a letter telling him his account was in danger of being cut off for nonpayment. FIL paid the bill and asked me to help him get his baler back in shape so he can put up the hay this year.
