The real question here is the cousin being a deadbeat or is he legitimately broke? It's very possible that he had every intention of making good on the agreement, but fell on hard times himself.
We all know how a few badly-timed expenses can really put a guy in a bind. Tractor dies. Car dies. Kid gets sick. Septic system fails. Any of those things could happen between spring planting and spring payment.
Since you have so graciously dealt with this family's immediate financial need, I say let the crop season run its course and see if the cousin pays.
You can put some pressure on him to make the spring payment, but do not get violent. Keep it civil. Tell him what he's doing to this family. Make him feel bad about not paying (maybe he already does?).
