Common on the 99 to 02 PowerStrokes too. I think it is computer controlled based on temp and fuel pressure to avoid gelling. Unplug the connector on the outside of the filter housing, use good fuel and leave it alone. About a $40 part. Have to take the filter housing off to replace it. If you do that, change the orings in the drain valve while you're there. Replace the housing if any significant corrosion or pitting.
