7.3 PSD fuel heater help?

Changed the fuel filter on my 99 PSD tonight. When I got done the truck would not start. Found that the 30 amp fuse for fuel heater and injector driver coil was blown. Took the filter back out and the element wire on the plate under the filter was loose and stuck under the plate and I think was causing a short. Unhooked the terminal under the plate and took that little wire out and no more blown fuse, truck runs now. Was that wire originally soldered to the plate at the 3 contact points? Can it be re-attached? Will it hurt to run the truck without that element? Does it heat all the time or just at start-up? Any words of wisdom welcome, thanks.
 
Leave it unhooked. Common problem on the 94-97 PSD to have the heater element go bad and start blowing the #22 under hood fuse.

Common on the 99 to 02 PowerStrokes too. I think it is computer controlled based on temp and fuel pressure to avoid gelling. Unplug the connector on the outside of the filter housing, use good fuel and leave it alone. About a $40 part. Have to take the filter housing off to replace it. If you do that, change the orings in the drain valve while you're there. Replace the housing if any significant corrosion or pitting.

I have found the replacement part online for around $40, but why would I need to remove the whole filter housing to change the heater? I have already had the plate out of mine, just two screws. The o-rings and drain valve have already been changed a few years ago. The heater unplugs inside the housing if you unplug it outside i think you loose the water sensor? It looks like the replacement part is a different design, maybe last longer?

you don't need to use the one the Books call
for which is supose to cost around 155.00.
The part for the older Power strokes will
work just fine & they cost 67.50. The look
the same & they Work.. If you are in REAL
cold Temps they do HELP mild weather you'll
get along fine.... The Older Part # is F5TZ-
9J294A, less money & does the Job.... I try
to spend my customers money they same way I
spend my own.

Thanks, its the guys like you who make it bearable to take my truck to the dealer if I get in over my head. There is a small town dealer near me and they are usually my source for parts.
