With the turbines I"ve seen in MN, the ones not turning are slowly unwinding. They bring electricity down to the ground via cables, rather than a collector ring. The computer lets the blades follow the wind for 4 turns of those cables, then shuts it down and slowly unwinds them. Watch for a while and you"ll see the unit is slowly turning. In any groups of turbines you"ll likely see some blades spinning and some not.
