Don't know if you have battery or magneto ignition. Does it have breaker points or electronic ignition? I'm guessing by the fact you have power at the coil terminals that you have points/ battery system. A test light should light when applied to either terminal on the coil with ignition "on". Disconnect (-) wire from coil and apply test light. Light should flash when cranking engine. Light burns continuously: wire or breaker points grounded. Light does not come on: wire broken or points defective. Make this test with the alligator clip on the test light attached to a full-time "hot".
