It would be more feasible to require houses be build on piers or stilts like they do on the Outer Banks of N.C. You would still have floods but people would not lose their homes. It wouldn't take much work to use jacks to lift existing homes and place piers underneath. My county will not let you build in a flood plain. (Sheds and barns are not restricted.) Local residents and businesses could also band together to possibly create and elevated lot to park equipment in times of floods also. People need to think about "What if" more.
