The town where I grew up is in a flood plain...the entire downtown area sits between two creeks that get mighty angry now and then.
The "solution" that's going on is that planning and zoning now requires any NEW buildings in town have to be built above the 100-year flood level. So that takes foundations up about 3 feet above street level. That's the GOOD news. Bad news is, the town is somewhat historic, having been the first state capital, so there are a lot of OLD buildings that aren't going to be changed anytime soon. Meanwhile, the old downtown is drying up as a business district, as businesses move a mile north to be near the interstate and the Wal-Mart Supercenter.
