If I'm reading this right, it was "logged over" a few years ago and then grew back with smaller trees and brush. Mowing the small stuff is a start, but you will need to keep it mowed for several years and even then the old logging roots will still be there. It will take a Cat and a ripper to get that stuff out so it can be "farmed". Then if there are rocks, they will need to be picked up, and as you will find, rocks will continue to work their way to the top as you till it. If the old roots have rotted, and the rocks are not more than about softball size, a 7 or 8' disk will work up the soil. No need for hydraulics, just an old pull disk will do. Rocks and tree roots, even small tree roots, do not work with a moldboard plow.
