If I understand correctly and from looking at the two F-14 blocks I currently have, you are talking about the hole just below the firing order designation. It appears to be just a threaded hole and no actual difference in the cast shape of the block so it would be little trouble drilling and tapping that hole if it indeed were not there. Do you concur?
Would the crankshaft and camshaft also be identical then?
