Place the palm of your hand over the air inlet of the carb and crank the engine an observe the amount of suction on your hand. If the suction is very weak or non existant remove the plugs and squirt a little oil into each cylinder through the plug holes. Reinstall plugs and do the test again. If the suction improves, pull the choke on and crank the engine and it should start.
