If you are convinced that the timing, valve settings, spark and fuel is O K and that the engine is one the verge of running, I suggest that temporarily you install a 12 battery. The increase in the starter speed will over come many small faults and the tractor should start. Your 6 volt system is probably marginal especially since you have been trying to get the tractor to run numerous times. If it does not start doing this I would start retracing my setup as well as doing a compression check. Post your results
