Dave unhook the spring and the linkage from the brake pedal. There will be 5 bolts to take out then the housing should slide off. Yes it should be dry in there. If you are oiled up, then you will need to remove the brake drum and replace what is called the bull cage seals that the brake drum fits into. This is a common problem on the Hs. Report back when you get them off and tell us what you see.
