To recap... I rebuilt my carb. while I had the carb off, I prepped to paint. In scraping, I found a pin-hole leak in the water jacket cover on my M. So, I replaced the water jacket cover. I put everything back together, and the tractor ran like garbage. So, I took the carburetor off and rebuilt it again. Still ran like garbage.
So, today I took the fuel filter off, expecting it to be full of rust. No rust! Hmm. The screen looked clean, almost factory new. Hmm. Open the petcock on the tank to flush a little sediment out of the bottom of the tank. Nothing!
Wait a moment. Nothing! Look in the top of the tank. Empty! OK!!! So, I've been trying to get the tractor to run on fumes! No wonder it ran like garbage!
