Steam by itself doesn't clean very well. It has little weight. It is the heated water in the steam propellant stream that does the work. High pressure hot water cleaners are a superior cleaning machine so be glad the hobby shop has replaced the antiquated steam cleaner with newer technology.
Next, why don't you offer to design another blasting area. It could be something as simple as hay bales or some kind of solid panel fencing that intercepts the sand on its way to the drain. I assume that the authority who took away the priviledge can also restore it.
Perhaps you know someone in the aircraft maintenance hanger. It is almost certain that they have glass bead or abrasive cleaning equipment. If they are using an expensive abrasive, however, I would not fault them for refusing your tractor parts. They also probably have a vapor blaster but it won't do much on tractor parts.
