I had the exact same problem with my '41 A Zenith carb. It was fine before I took it off, then it started leaking when I put it back on: fuel coming out the intake. After I put a new gasket in, it would be fine, then start leaking after sitting for half an hour. I checked everything like you did, then guessed that maybe the gasket web across the bowl was absorbing fuel, swelling, and bulging down into the bowl, keeping the float from coming back up. I cut the web away, and now it is fine. Why it suddenly started doing this after I took it off (but not apart), I'll never know.
