300 ute - need advice

I just purchased a 1955 300 utility. This is my first tractor that I have owned.It has a couple of problems and was looking for some help. I will list a few if anyone has any suggestions. There seems to be fluid always under the seat and the top of transfer case is wet with some type of fluid. The PTO wants to always be rotating slowly even with the lever disengaged. The steering is extremely hard to the right and once you crank it all the way it is very hard to steer back to center. And last the engine runs rough until very warm, would it be worth my time as a novice (who has rebuilt a few carbs about 28 yrs ago) to take the carb off and check the float, jets and clean? Thanks for the help.
