First take a deep breath and dont try to do this all in one day.

Clean the tractor all over will let you get to know it.

Get the IT manual for instructions on adjusting pto.

Make sure the hydraulic vent under the seat is not plugged up. Should be a little cap on it.

The o-ring between hydo pump and engine may be letting engine oil and hydro fluid mix.

This tractor sounds like it was abused and not cared for. Clean everything, change all fluids(some $ here)

After you get it running put a can of DEEP CREEP in the gas to help clean carb and valve.

If you are lucky, with good care and a few hours of running you may have a descent tractor.
