There is at least one bad gasket or O-ring in the hydraulics under the seat. That's what the fluid is.... Hydraulic oil. No way to know which one it is, really. Best to just do a complete go-through of the system.

PTO might just need a clutch adjustment. Get yourself the I&T shop manual for that tractor. It describes how to make the adjustments. Also adjust the clutch and TA while you're at it.
