Tune-Up for IH 330U

Can the points be changed and adjusted on my 330 without pulling the distributor out of the motor? If so, how do move the outside point to gap them correctly. Yesterday I was playing around with the tractor and I have to jump start it right now cause my charging system has failed me and for the first time since I added a key switch, the starter kept spinning even when I turned the key off and removed it. And batterty acid was dripping from my battery. What would cause this?
