C113 Engine Noise

Well I got the skip out ok but still have a loud tapping sound at idle and high revolution. I have already checked the pushrods and lifters and re-checked the valve lash. It's not a rod knocking. The sound seems to be coming from the govenor. I thought at first it sounded like it was coming from the magneto. The loudest sound comes from the govenor housing and I can't understand how the govenor could be making the noise. On the opposite side of the engine it is not even noticeble but on the mag side and standing in front of the tractor it is very loud. It sounds just like a lifter but that has been ruled out. The tapping is solid, constant and continous. Got any clues??? Thanks, Rex
