Cold blooded IH H

My '39 H is very cold starting and in fact wouldn't start yesterday (about 20 degrees fahrenheit). It seems like it is starved for fuel when I turn it over - will start but then chokes within a few seconds and won't start again. I've adjusted the fuel setting as instructed in a previous posting (about 2.75 turns open from fully closed). It seems as if using the choke helps but it still shuts down shortly after started. My dad had an H that wasn't cold blooded at all - always started in cold weather. Any suggestions ??
