Barry the bottom one is the high speed. Turn it out counter clockwise another full turn. the idle is on the left side of the carb on the upper half of the carb. Turn the screw in clockwise to close it, then open it out 1 1/2 turns counterclockwise. If this doesn't help, I suspect you will need to clean and rebuild the carb. High speed jet might be plugged.
