444 Non-Diesel 3-pt hitch troubles...

Having a problem with my fathers new toy... 3 pt hitch will not go down when tractor is running, very hard to hook up implements this way ;) I managed to struggle and get a blade on there, but even then, it takes FOREVER to go down when you move the lever down... I played with the "fast or slow" knob for the 3 pt hitch, but that did not help... Does the 444 have downward hyd pressure on the 3 pt, or is it just like all the 8 & 9N's we've had, just bleeds off hyd fluid? If it just bleeds off, is there a restriction somewhere? Can I adjust this anywhere except that fast-slow flow valve? Right now we simply can't hook up any implements...
