Should new brake bands squeal?

All,

I put some new brake bands on a '50 C, and when I brake, she squeals like an banshee. Is that normal behavior?

Also, I'm wondering if I need to adjust my linkages a bit -- when I depress the clutch pedal, the last half or so starts to engage the brakes, and there's enough braking force at the end of the push that I can stop the tractor pretty fast. Should there be any engagement of the brakes from depressing the clutch pedal, and if so, should it be a lot or little?
