300U Info

Week two working on the "new" 300U, previous owner was something of a butcher. I musta taken the carb off five times before I figured out that the gas tank had about a half a cup of sand in it, the strainer was broke off inside the tank and sand was intermittently plugging the fuel petcock. couldn't figure out why the lift arms would lower when I disengaged the pto, the knuckle head had the pto handle hitting the lift arm handle. Here's what puzzles me, even when not engaged the pto shaft is spinning like mad, though I can spin it relatively freely whan the tractor is not running is this OK or is something out of adjustment? one other quick one, the service manual refers to two lengths of pitman arms, one a little over 6" the other over 9" I suppose this could save me much grief restling with the steering wheel if I can't get power steer. Suppose I can find the long pitman arms easier than power steering system? Thanks
