Kelly, It could be the needle and seat like Allan said. But whatever you do check the power valve. also if you remove the top of the carb, make sure it has the helper spring on the shaft that runs through the end of the float. Lots of the springs get left out in a rebuild, and that type carb needs the helper spring.
