Farmall H won't lean out

I have a distilite(?) model H. It has always been run on gas a far as I know. Since I have had it (about 2 years) it keeps fouling spark plugs. I have tried 3 different brands and heat ranges of plugs. The motor uses no oil and has 100psi on all cylinders. I can't seem to get the motor leaned out right. It will idle fine but burn rich under heavy pull. If I lean it out for heavy pull it wont idle or have any midrange power... I have another H and an M that I have no problems adjusting the carbs.

I am starting to wonder if a different main jet or whole carb was used on the distilite models? Could this be my problem.

Also this tractor has a mag on it. Could the mag be weak and not burnig the carbon off the plugs.

Please try to help me out replacing/cleaning spark plugs every 20 hours or so is getting expensinve.
