I had the same problem with one I had. Never did totally resolve it. This did not have a high speed adjust. Just an air screw. Zenith carb.
Don't know if it was gas or distillate. Plugs would get soot covered over time. She'd get to hoot'in and snortin and just plain snotty, or not start right off, then I knew it was time to clean the plugs. It was a PITA but I never got to working the problem enough to resolve.
