injector cleaner?????

Is there any fuel additive that"ll clean the injectors on a 282 diesel? I recently rebuit the engine after sitting for at least 9 years, it runs fine from 800 rpm and up ,but at idle it surges and runs real rough. Not air leak surges,real short quick surges every revolution of the engine. Sometimes when the engine is warm I can restart it and it"ll run perfect (idle) till I rev it up and then it idles bad again. It just makes me think of some crap floating around in the pump or injectors. I just thought there should be something to pour in it before I start sawpping injectors. I already poured 3 quarts of atf in it a couple weeks ago and it does"nt seem to have helped. The engine only has 45 hours on an overhaul. I don"t have a way to check compression,but it cranks over even on all 6 when starting it. I am pretty sure it is a fuel thing. I changed the filters,twice now. What do you think??
