your 650 should have a type B pump.(no scavenger pump). it has a big IH cast on the side.
a gear pump is positive displacement, so if it is turning, it should be pumping, unless the internal clearance is too great.
remove the rear cover, and see if the gears have worn into the cover.
the pump shaft gear is driven by a woodruff key.
check for a sheared key.
the pump pressure should be 58-66 lbs. at full
engine speed.
