Non-running Super C is really a C (pics)

I went to look at this $500 "Super C" that my friend wants to sell for his dad. I went armed with some serial number info. I discovered that it is really a 1950 C, not a Super C.
It was late in the afternoon so the sun was low in the west resulting in crummy photos, but you sorta get the idea.
It has all sorts of new tune up parts just installed because they were sure they would be able to get it started. But the engine is stuck. I talked to the owner. He says it's been stuck before, but he's always been able to free it up by pulling it on the road with all the plugs out. It didn't sound like a gentle way to unstick an engine to me, but it's his tractor. This time he said it had sat for a couple of years while he went through some serious health problems. I suspect it didn't have a raincap on the exhaust and he probably didn't feel up to going out to keep it covered.
My questions:
Would you spend $500 on this?
What's the difference between a C and a Super C?
How tough is it to rebuild a C engine?
Worse came to worse, what would I expect to get for this machine by parting it out? Thanks!
