Setting the fuel rate sets the maximum fuel that the pump CAN DELIVER at FULL LOAD. If the engine is smoking heavily AT IDLE, setting down the maximum fuel rate is not going to affect that. If the engine is getting too much fuel from the pump, to all cylinders, at idle, it would not only smoke, it would speed up to whatever speed that amount of fuel would run it! That's how diesels work. Have you run it long enough to warm up? Sounds like you might have restricted air intake, or injector problems.
