How about where the cable connects to the pull switch on top of the starter? Clean, bright and tight? Might be the contacts inside the pull switch on top of the starter too. It's not likely, but maybe your starter housing isn't grounding to the frame.....loosen one of the bolts that holds it on a little bit and then re-tighten.....you might also check where your ground cable from the battery is bolted to the tractor....maybe it needs cleaned.
