H gas tank removal ? Help please

Tried to remove my 1940 H gas tank and found the 3 bolts from the tank bottom spin when trying to remove the nuts. I did remove the cotter pins and sprayed some break free on bolts but cannot stop the bolt from turning. Any ideas or tricks? I wanted to remove, clean and coat the inside of the tank with Kream, but unless I can get the tank off, all I can do is flush some of the rust out.
