Those bolts are really studs. If you keep spinning them, they'll spin right out the bottom of the tank. At that point the tank is free (once you've disconnected the fuel line) to remove. You can then soak the studs and castle nuts in penetrating oil and work on freeing them in a more convenient position than upside down under the tank.
