starter question

Can you remove a starter,and hook battery cables from batt to starter to see if starter is any good?Batt has full charge,all conections are clean,but when I hit the starter button it turns slow & dosn`t engage the fly wheel.Could it be the coil? Tractor starts easily with a hand crank.
Any help appreciated, Clayton.
