17 volts open circuit is excessivly high for a 6 volt generator, especially at idle with no wiring connected. That, and the blue paint, makes it sound like you've got a Ford 12 volt generator there. (Check it over for Ford or FoMoCo markings). If it is you need to find and wire up the Ford regulator for that specific generator for it to work properly. Or swap out the existing generator for the correct IHC/Delco generator.

To your other questions: Generator polarity is not an inherent generator feature. It's determined only by the polarity of the grounded battery terminal when the generator is "polarized" on the engine. Once a generator is polarized it won't change polarity unless it is disassembled, or something catastrophic - like being struck by lightning - happens. And regulators - at least regulators for systems built thru the late 50's - are not polarity sensitive. They will function fine either positive or negative ground. Once again polarity is determined when you polarize the generator.
