Dale - My experience has been the Delco/Farmall generators will only show a couple volts when run open circuit (not connected). Only after the field terminal is grounded will the output voltage rise to 10 - 15 volts or higher. However I believe some later Ford generators have an internally grounded field winding. I've never messed with one, but suspect they could generate voltage like you are seeing when run open circuit. Another possibility: Your generator is defective (has in internal fault in the field circuit) so it doesn't respond properly to the regulator.
