C compression

Compression on my C (1-4) is 100, 94, 100, 106, or about 11% between highest and lowest. Wet compression is 114, 110, 117, 120, so there is loss by rings. When compressed air is added, all cylinders leak through oil filler, again indicating rings. Also may have a head gasket problem as, when air is injected into # 1, it leaks out #3, #2 through #1, #3 through #4 and #4 through # 2. I thought there would be leakage only between adjacent cylinders if gasket was bad. I cannot detect any loss through the exhaust, indicating good exhaust valves. Tractor runs well except idle is somewhat rough (carb has new kit)and doesn't smoke, haven't run it enough to know about oil consumption. Really not eager to replace the rings. Wonder how much it would help to replace the head gasket -- haven't removed head yet. If that would result in all 4 cylinders being within 10% of each other, I would be willing to call it good. Any opinions would be appreciated.
