Yes, but at least 75% of the time, the seller CAN'T make it run, so he DOESN'T. He's just not capable of troubleshooting the issue. How many times have you seen posts on here, "Help! My tractor won't run?" Most people have a mental block that has them believing that they are not mechanically inclined, and are "too stupid" to comprehend anything that runs on gasoline.
