On mine I could tell with the radiator full. You should be able to see water circulating immediately if the thermostat is open or non-existant. Just leave the cap off and fire it up! I have had thermostats fail in the open mode - they actually make thermostats that specifically do that, I believe they are marketed as "fail safe." FWIW my temp gauge on my H just barely comes up unless it is hot out and I've been working it a while. Goes higher since I put an oil cooler in front of the radiator, too.
