Thermostat SH

I just installed new temp gauge on the SH. It won't come off the peg. Watr in filler neck is just warm enough to bathe in. New pressurized cap, and new rebuilt/recore radiator.I suspect a non-working thermostat, (open) or none at all. Can thermostas fail in the opn position?
To verify without pulling the thing apart, can I drain off enough water from radiator, so the core is almost showing. Then fire up the tractor and watch for water coming in immediately? Would that mean water is coming from the block without being heated up? Or would it be coming from another source?
