The ammmeter reads amps, not volts, so I am going to assume that's what you mean. It sounds like the motor starts when you crank it and dies when you let off of the starter. If that's it, check the wire from the ignition switch to the distributer. It might be on the wrong side of the switch and loses voltage when you let off the starter. A quick check with a voltmeter can confirm or rule that out. It also sounds like the ammeter is wired backwards, that's just a matter of switching wires on the back of it to fix it.
