856 international farm tractor

I have encountered problems with the hydraulic system on my tractor. I have drained the fluid, changed the filter, rebuilt the multiple control valve and the steering or brakes still will not work. It seems to me, the pump is not taking a prime and holding it. The pump bench tested good. I don't know what else to do. If you have encountered this problem, or have a solution, please e-mail me!!!!!!!!!!
